Licensed Fish Receiver Returns

Description of data collection system

 

All Licensed Fish Receivers are required to submit these returns.  The Licensed Fish Receiver Returns record the total weight of each species harvested and the source of those fish (e.g. the fisher/quota holder), for each Licensed Fish Receiver for each month.

Purpose of data collection

The primary purpose of licensed fish receiver returns (LFRR) is for administration of the quota management system by providing information against which other documentation can be audited.

Coverage of data set

 

This data set provides complete coverage of all species that are processed by licensed fish receivers.  Both QMS and non-QMS species are reported in this system. Fish that are not landed to a Licensed Fish Receiver (such as fish that are discarded) are not reported through this system.

Reporting Requirements

A person who holds a fish receiver’s licence must provide a Licensed Fish Receiver Return no later than 15 days after the last day of the calendar month. If no fish have been received in a month then a Nil return is required.

Month and year of processing.

Spatial resolution

There is no spatial information. The catch is reported to the level of a species (e.g. snapper)

Date of first available historic data

January 1986.

Timeframe for data availability

Data should be available 25 days after the end of each month.

Extent of validation/checking

 

From 1996 to 2001 all forms data entered were checked independently for accuracy by a second data entry operator. There were also a number of checks for validity (for example numeric fields being numeric) and impossible values at data entry.  Monthly totals from QMR data were also compared with monthly totals from LFR data for each species for each fisher and any discrepancies were investigated. From October 2001 a 98% level of data entry accuracy is a required standard.

Limitations of the dataset

Note that:

  • This dataset does not contain any information about the origin of the fish apart from the quota holder. If a permit holder fishes in more than one fishstock in a month or uses more than one vessel, it may not be possible to relate the LFR data to the landing records. This dataset is therefore useful mainly to estimate total catches for a species in a year.
  • Note that this dataset does not contain information about fish that was not landed to a Licensed Fish Receiver, such as fish that was discarded, eaten, sold at wharf etc.

Stewardship of the data

The MFish QMS Data Manager within the Service Delivery Group is the Steward of these data. The LFR dataset is managed by FishServe as a devolved function.

Functions such as data entry and validation (the correction of errors and anomalies detected in the data after data entry) are handled by FishServe. Books of forms are available from FishServe.
