Monthly Harvest Returns

Description of data collection system

 

This is a new data set that has been collected from 1 October 2001.  It replaces and extends the quota monitoring return system that was previously in place for QMS species only.

The Monthly Harvest Return (MHR) will provide a record of the total monthly harvest of each fishstock for each holder of Annual Catch Entitlement.

Purpose of data collection

The primary purpose of the MHR is for fisheries administration, including monitoring and balancing of ACE (Annual Catch Entitlement), and determination of harvest levels for cost recovery calculations, etc.   A secondary purpose of the MHR will be to provide an additional information source concerning total harvest levels of both quota and non-quota species for fisheries assessment purposes.

Coverage of data set

This is a total coverage data set that will record the entire commercial catch taken within the New Zealand EEZ.

Reporting requirements

The ACE  holder is required to complete an MHR within 15 days after the last day of the calendar month. If there is no harvest to be reported in a month then a nil return is expected within 15 days after the last day of the calendar month.

Temporal Resolution

Month and year of harvesting.

Spatial Resolution

The fishstock of the fish caught For the QMS species it will locate the catch within one of its Quota Management Area. For non-QMS species this would locate the catch to within one of the ten Fisheries Management Areas.

Date of first available historic data

1 October 2001.

Timeframe for data availability

Each months catch should be available by the 25th of the following month.  Data from overdue returns will not be available until approximately 2 months after the month of harvest.

Extent of validation/checking

Under the standards and specifications for the devolved function, data entry is required to be at least 98% accurate. This may be lower than the level achieved for QMR forms.

Limitations of the dataset

Note that:

  • The MHR reports are recorded by permit holder, fishstock and month. Fine scale information such as the vessel (unless the permit holder used only one vessel), the statistical area or the date of fishing are not available in this dataset.
  • The MHR dataset starts at 1 October 2001. Prior to this data for QMS species is available in the QMR dataset

Stewardship of the data

The MFish QMS Data Manager within the Service Delivery Group is the Steward of this dataset. The MHR dataset is managed by FishServe as a devolved function. Functions such as data entry and validation (the correction of errors and anomalies detected in the data after data entry) are handled by FishServe. Books of forms are available from FishServe.
