Description of data collection system

 

This is a historic data set that ceased to be collected from 1 October 2001.  It has been replaced by the Monthly Harvest Return system which will collect data for non-QMS as well as QMS species.

Quota Management Returns (QMR) provided a record of the total monthly catch of each QMS Fishstock for each quota holder.

Purpose of data collection

The primary purpose of the QMR was for administration of the quota management system, including monitoring and balancing of quota, and determination of catch levels for cost recovery calculations, etc.   A secondary purpose of the QMR was to provide an additional information source concerning total harvest levels of quota species for fisheries assessment purposes.

Coverage of data set

This was a total coverage data set that recorded the entire commercial catch taken within the New Zealand EEZ for species in the quota species. Species that were not part of the Quota Management System were not generally reported using QMRs (although some particular non-QMS species were included on these forms under special arrangements). Fish that were not landed to a LFR (for example fish that are eaten or accidentally lost) should have been reported through this system, but may have been underreported.

Reporting requirements

The quota holder was required to complete a QMR within 15 days after the last day of the calendar month. If there was no catch to be reported in a month then a Nil return was required within 15 days after the last day of the calendar month.

The fishstock of the fish caught. It locates the catch to within one of the species  Quota Management Areas.

December 1986 to September 2001

Timeframe for data availability

All data to 30 September 2001 should be available.

Extent of validation/checking

Forms data entered since 1996 were checked independently for accuracy by a second data entry operator. There were also a number of checks for validity (for example numeric fields being numeric) and impossible values at data entry and during processing.  Monthly totals from QMR data were also compared with monthly totals from LFR data for each species for each fisher and any discrepancies were investigated.

Limitations of the dataset

Note that:

  • The QMR dataset is reported by quota holder, fishstock and month. Fine scale information such as the vessel (unless only one vessel was used), the statistical area or the date of fishing are not available in this dataset. The vessels used within the month were reported, but the catch was not subdivided among the vessels.
  • QMR data collection ceased on 31 September 2001 and has been replaced by Monthly Harvest Returns

Stewardship of the data

The MFish QMS Data Manager within the Service Delivery Group is the Steward of the data. The QMS dataset was managed by FishServe as a devolved function. Services such as data entry and validation (the correction of errors and anomalies detected in the data after data entry) were handled by FishServe. Books of forms are available from FishServe.
